With reference to your letter No.51485/1914, of the
19th instant, forwarding copies of telegrams from the Governor of Hong Kong relative to the treatment of goods in transit and transhipped goods in relation to the Prohibition of Export, I a commanded by my Lords Commission-

the Secretary of State for the Colonies that they concur
in the proposal to reply in the terms of the draft telegram which Mr Harcourt proposes to send in reply.
